fand am 20. September der zweite Anlauf f\u00fcr die Wahl des B\u00fcrgermeisters statt. Dem waren Unregelm\u00e4\u00dfigkeiten bei der Briefwahl vorangegangen. Der Landrat untersagte zun\u00e4chst die Stichwahlen. Das Verwaltungsgericht ordnete deren Durchf\u00fchrung dennoch an. Aber die Stadtverordneten erkl\u00e4ren nach der Stichwahl die gesamte B\u00fcrgermeisterwahl f\u00fcr ung\u00fcltig.
